Хочу напомнить – до сих действуют ограничения Евросоюза и Америки на поставки многих видов товаров военного назначения в Украину. Даже за деньги нельзя сейчас купить для нашей армии снайперские винтовки и снайперские патроны, например.
Для патриотов за рубежом: нам нужна волна протестов против преступного бездействия международных организаций и демократических стран в ответ на российскую агрессию. Запад повторяет беззубую и позорную политику потворства российской агрессии – также, как потворствовал во время войны в Испании в 1936-39-м, также, как сдали Чехословакию в 1938-м.
Нам нужна международная помощь. Любая. Оружие, снаряжение, продовольствие, горючее. Началось полномасштабное российское вторжение. И прежде нам необходимо вот это, о чем я писал ранее:

1 Sharing intelligence data of NATO satellites regarding movement and deployment of the Russian troops in the Donbas in real time.
2 Supply of military communication systems of the tactical and operational-tactical level, a closed and secure military telephone systems and landline. We need to fully re-equip every soldier, commander, and unit with means of communication that will allow to abandon completely mobile phones that are monitored by Russian intelligence and attract artillery strikes.
3 For each military unit, supply of unmanned aerial reconnaissance vehicles of the tactical and operational-tactical level, equipped with modern optoelectronic devices for reconnaissance and targeting.
4 For each battery and division, supply of modern devices for targeting that allow to adjust artillery fire.
5 Supply of modern systems of jamming and electronic countermeasures for each combat aircraft and helicopter.
6 Supply of thermal observation devices and thermal gunnery sights of the 3rd generation to fully equip infantry, armored vehicles, each aircraft and helicopter.
7 Supply of light armored vehicles to enhance mobility of military units – we need all kinds of military vehicles, thousands of them.
8 Allocation of funds to construct two modern training centers for mechanized infantry and special forces.
9 Supply of personal medical care for each soldier and providing advanced military hospitals,” Butusov wrote.

Previous promises by the Russians to do everything strictly in agreement with Kyiv and the ICRC [International Committee of Red Cross] turned out to be a lie–the Red Cross hasn’t received the information about the movement of convoys or the [humanitarian] cargo. Once again, we see that only the most naive can believe Moscow, and even those, not for long.
As a result, the story with “humanitarian aid from Putin” is more like the Kremlin’s dirty provocation. According to our data, the Russians have, at the same time, deployed additional artillery units to the border with Ukraine (like there weren’t enough of them regularly bombarding the ATO forces). We can only guess what other bloody farce the Russians will set up here. [We] do not exclude the possibility that in the next mirthless show prepared by Putin for Donbas, “the humanitiarian convoy” may play an important role.

In detail and without panic on the internal political situation: the Parliament, the Government, the President and reforms.
Below all the words will be written in lowercase – this is incorrect, however it will make reading much easier.
1. Let’s start with the parliament. There is no alternative to disbanding the parliament.
This parliament does not reflect the post-Maidan social reality, in particular: the 180 made from dictatorship to republic, the emergence of a responsible and demanding civic society, war with a strong enemy, the objective necessity and the subjective desire for cardinal reforms, the people’s strive to tear away from their Soviet past, the speed-up of the formation of a political nation.
This parliament is full of titushky, political titushky, direct and overt enemies of Ukraine, traitors, oligarchs’ drivers and bodyguards, Kremlin agents etc.
Over half of the members of this parliament voted in support of the draconian laws on January 16th. This is sufficient to dismiss this parliament and elect a new one.
One of Maidan’s categorical demands was a full reboot of power: the government, the president, the parliament. The third stage of this process has come. There is no reason to step away from the demands that Maidan stood for and the Heaven’s Sotnya died.
The war will not interfere with the elections. What is more, now “the owners of Donbas” have to quickly get involved in kicking the mercenaries out, for the elections to be held there as well and for them to have representation in the parliament. If we are to claim that “the elections will happen after the war is over,” the war will go on forever.
There will be money for the elections. Fair governance (I don’t want to use the yellowing word “democracy”) is more important than money, as if there is no fair governance, then there is no money either. If the members of the parliament had passed at least one of the essential anti-corruption acts, then much more money than the elections require would have been released.
2. Reforms. Reforms are necessary: confident, complex, deep. There is no alternative: if there are no reforms, the country will simply fall to pieces. Everyone is obviously weary of this word. But there have been no real reforms yet, only talk.
Without anti-corruption reforms all the suffering and deaths would be in vain, and everything will be stolen yet again.
Without the tax reform, there will be no economical growth, welfare and employment.
Without the reform of court and the police, there will be new cases of Vradiyivka all around the country and a new social explosion, a horrible one.
Without the education reform we will become a third-world country, without any hopes. Without the reform of local governments nothing will change in towns and villages.
Usually people are scared of change and regard future reforms with caution. But we, as a country and a people, are going through such challenges, that an understanding is being cultivated within us: we have to fill up our lungs with air and plunge into this cold water, as there is no other choice anymore.
Society is approaching a critical limit of readiness to radical change. This will not last long: the window of opportunity opens and closes after some time. We have to take advantage of the chance, and break with the Ukrainian tradition of wasting chances. We have taken advantage of many opportunities in the last 8 months, therefore we have learned.
3. The president. Don’t ask whether he wants reforms or not. This is unimportant. It is important that he understands: he has no other choice as a politician. He definitely does not want to leave preemptively as a result of a social explosion or be remembered as the last president, God forbid.
As opposed to the members of the parliament, which may be up to their dirty tricks and return at the next elections, the president has no such chances. Therefore we have an ardent supporter of reform in the president’s person. It is not certain that he has enough necessary qualities, but he will definitely have enough will. He has the ambition to be remembered in history as a Ukrainian Lee Kuan Yew of sorts, the builder of a new country, and not Yushchenko 2.0 “whose descendants shame him in verse.”
4. The government. Here, everything is complicated.
Arseniy Petrovich is, without doubt, the best Prime Minister in all of the history of independent Ukraine. As opposed to the Maidan booth, here he absolutely in his element. Multilaterally competent, exceptionally able, attentive to detail, strong in conversation.
But this is not enough.
This government has an unconditional merit: having kept the country afloat after Yanukovich during war, civil unrest, bandits, lack of government and the ghost of chaos, the constant threat of financial collapse – this merits a dignified place in history.
They gave Crimea away? All right, there are issues. But what would have you done in this situation? Without an army, with a bunch of traits in all intimate places of the state apparatus?
Therefore, the government in general and the prime minister personally have to receive top scores for stabilizing the government.
But there have been no reforms. De facto, there were none. Instead, all the corruption schemes were quickly mastered by new people. They weren’t all ministers: frequently the minister was just the front, void of power, and they stole behind his back.
This government gets the lowest score for the lack of reforms and corruption.
5. However this government couldn’t have implemented reforms and beaten corruption. It was pointless to expect it.
First, politicians don’t conduct reform as reforms are unpopular, and the politicians need popularity. They need to get reelected, and they remember this well every day. The quote attributed to Winston Churchill that the politician thinks of future elections and a statesman – of the next generation, is already stuck on our teeth.
Reforms are made by governments of professional technocrats who don’t have political ambitions, instead they have a high ambition of state creation.
Reforms are not made by coalition governments wherein all posts are distributed according to quotas. Quota officials now have to steal to pay back the “debt” to the politicians that nominated them. It is senseless to expect from coalition members that they will nominate to government posts not their own people but professional reformers.
Yes, the government will definitely include not only those guilty of corruption, as someone else has to work as well, someone has to be scapegoat, and someone has to hold the title of “our Minister from Maidan.” However these individuals don’t change the entire system.
Therefore it was senseless to expect the coalition government to stop corruption and conduct reforms. As this government was created by opposition parties that have already shamed themselves on Maidan.
Individual enlightened names are an exclusion that confirms the rule. We will remember them, and possibly see them again.
And in general this government withstood the situation with war and state finances, and for this it should be thanked and respected. If someone thinks they would have done a better job, I am asking for a detailed action plan, accounting for all limitations and challenges.
6. Exiting the constitutional crisis we had in December-February does not take one step. There are always three steps.
The first government, “the government of national salvation,” has to stabilize the situation. This has been done.
The second government has to be a government of reform, professional and independent. Reformers to their job, are subject to the people’s hate and occupy their honorary places in history.
The third has to be the government of a new country already, to reflect the new, post-reform socio-political reality.
It is akin to a patient who is chronically sick and need surgery, a complex and risky one, but their condition is aggravated. First the doctors come who take down their fever and stabilize the analysis results, prepare them for surgery. Then the surgeons come, professional and merciless: they cut, clean out, stitch them up. And then the third group of people come, who gradually and gently rehabilitate the patient, returning them to life – a new life in which there is no place left for the cured disease.
Therefore the national salvation government does not make reforms not just because it is a coalition government. Reforms are not their job. They stabilized the situation, they did not allow war to spread, for bandits to rampage on all territory, they did not allow default – this means that they did their job.
The work of the national salvation government cannot last forever. The time to move forward comes.
7. And here the key role goes to the parliament again. Reforms without a parliament are impossible – as in a parliamentary republic reforms are made through legislative acts.
This parliament does not need reforms, it is incapable of making them. Therefore let us say goodbye to this parliament.
And here we go on to the most important point.
Who formed the government that quickly mastered the corrupt schemes of Yanukovich’s time? Who did not pass the very pertinent laws regarding anti-corruption, lustration, the state budget etcetera? The parliamentary majority: UDAR, “Svoboda,” BYT. They made a reputation on Maidan. Yes, there were some enlightened individuals, and we remembered them. And we also remembered the dark figures.
And now our task, the task of the citizens, of civil society is to fully update the political system. Bring to the parliament the people that will appoint a reform government, that will pass reformative laws.
And we, the powerful society able to kick out the dictator, overpower a stronger enemy in war, achieve support from the global community – we are unable to do this as of yet.
Despite everything that happened to us, and all the changes in our conscience, we turned out to be unprepared.
It is already clear how the seats in the future parliament will be distributed. It will be an even worse parliament than today.
Unless we ourselves change. And change the political state of things.
With our civic position. Our level of conscience. Our personal participation as independent observers. Our explanatory work among friends, family and acquaintances. Our volunteer work in the headquarters of a united democratic force, to which we have to enlist all those we trust.
With our maturity and resilience, mistrust of populism and political projects of oligarchs and political technologists, behind the backs of which the outlines of the red Kremlin wall are emerging.
8. It is possible they will accuse me of not commenting on who said what to whom yesterday and the day before. Whatever.
Politics is actions, not words. If box was evaluated by what the boxers say to each other and not what they are doing, it would be a completely different sport. Words quickly become obsolete, their only goal is to evoke action. We look at actions and ignore words. This is what they are saying to each other, not us.
9. The issue of electoral law is the most critical. Will there by a majority in the parliament? Will there be open lists? Will party blocs be allowed? What will be the necessary minimum? Will financing be transparent?
We are watching closely. We demand change. This is the most important thing today to have a tomorrow.
And let us not forget: the guys will return from the front and ask us sternly what we were doing here while they were protecting us with their hearts on the line. They have to return to a country ready for a reboot.
10. This is a quest. We survived the first levels. They were difficult. But the next ones are no less difficult. We gained the right to pass these quest levels with our victory at the previous levels.
The end of dictatorship. War for independence. The birth of a political nation. The next levels: socio-political reboot, radical complex reforms, economical flourishing, international subjectivity, cultural expansion. It is impossible to skip those.
And this means that everything is going according to plan.
Let’s stop panicking.
Everything’s gonna be alright.
THE BAD NEWS:
1. The RNBO [National Security and Defense Council] announced today that pro-Russian insurgents prepared attacks in Sloviansk schools. In only one local school, #4, four explosive devices have been found. Other educational establishments in the city were mined as well. A lab for the production of explosives was set up by insurgents on the premises of a kindergarten.
I don’t know how to characterize Putin’s mercenaries after this. I am deeply convinced that a human being is unable to prepare the murder of children–and a massive one at that. Such a creature should be referred to as something else, but not a human being.
And yet there are those who still do not consider these creatures terrorists…
2. With all our expectations, the situation in the border areas (along the Tarany–Dmytrivka–Dolzhansky–Chervonopartyzansk and near Izvaryno) is not changing for the better. The positions of our troops are still being shelled from both sides–by the terrorists and by Russia. The supply problems, which are of utmost importance, have not been resolved yet.
We are far from alarmist sentiments, but it really is a problem that cannot be silenced. On the contrary, it must be addressed first and urgently.
3. The parliamentary coalition fell apart–the “UDAR” [Vitaly Klitschko] and “Svoboda” [Oleh Tyahnybok] factions left [the coalition]. The government led by Prime Minister Yatsenyuk resigned. Changes to the budget in the context of the ATO have not been adopted, neither has the law on combating terrorism.
And this [happened] at a time when the Ministry of Finance reports that starting from August 1, there will be no money even for payments to the servicemen in the ATO zone, and that changes in the state budget are needed right now.
I understand that early elections are vital. It is hoped that the parliamentary games will not affect the ongoing ATO.
4. The State Border Service of Ukraine reported that due to the actions of Russian border guards towards people traveling to the Autonomous Republic of Crimea from mainland Ukraine, some kilometer-long queues have been formed on the administrative border of Crimea.
Here, we really must investigate what types of citizens are so eager to go to Crimea. If these are locals frequenting mainland Ukraine, who are then returning–it’s one thing. But if it comes down to Ukrainian citizens who want to relax in occupied Crimea, it’s another.
According to our estimates, in June about 100,000 Ukrainian citizens went for a vacation to Crimea, occupied by Russians. Compared to the vast influx in past summers, it seems like a miserly amount. But considering that in this same time period, because of these same Russians, our boys are dying daily in eastern Ukraine, I think this number is unacceptable. I don’t think that even a tiny trickle of Ukrainian tourists to the peninsula should be tolerated.
In any case, the line up from the mainland to Crimea is only positive in one case–if it is a queue of armored vehicles from the Ukrainian Liberation Army. I believe this day is not far off.
1. ATO forces are already in Lysychansk. It is premature to talk about a complete extermination of a toxic pro-Russian mold from the city, but there are no doubts that the city will soon be ours.
This is a strategic success. With the liberation of Lysychansk, an “appendix” that is conditionally controlled by insurgents, is being eliminated. This will allow the ATO forces to regroup and begin the next step of their operation.
2. In the case of the downed “Boeing,” the terrorists continue to oscillate between bravado and the instinct for self-preservation. As a result, their lies and Moscow’s lies continue to surface.
The little leader of the so-called “Vostok” battalion Alexander Hodakovsky boasted in an interview with Reuters that the rebels did in fact have a “Buk” SAM [surface-to-air missile] system. Moscow immediately dispatched an order to the babbler, after which he immediately began to disavow [the aforementioned] as such, in an interview with Russia Todaypropaganda TV channel, vowing that he had not done such a thing.
But, thank God Reuters is not the Russian media. Here, journalists respect themselves, and don’t change their assertions to the contrary every second because of a signal “from above.” And now, Western journalists have become indignant, [since] the agency broadcast exactly what Khodakovsky had said.
It looks like after this mishap, the “DNR” [Donetsk People’s Republic] had an ulterior motive for suddenly prohibiting journalists from working in the conflict zone (presumably, this does not include propagandists from Russian media). We also send Mr. Khodakovsky our condolences. We shudder in anticipation of the sad news of an accident he will find himself in. The FSB does not like talkative fools, but what should [they] do if there is no one else at hand…
3. The Head of the Verkhovna Rada [Ukrainian Parliament] announced the dissolution of the Communist Party faction in Parliament. At the same time, it became known that the Prosecutor General’s Office and the Security Service of Ukraine had initiated 308 criminal proceedings against members of the Communist Party in connection with the support of the annexation of Crimea and for aiding and abetting the “DNR” and “LNR” [Luhansk People’s Republic] terrorists.
I don’t want to jinx it, but it looks as if we are finally breaking with the insane Communist past. That is the thing that would not allow the country to adequately develop for 23 years in a row.
We wish the European “left,” who are trying to stand up for the Ukrainian Communists, not to be such a “fifth column” in their own countries in an hour of sorrow, which is what the Communist Party is in Ukraine. No one likes traitors and collaborators anywhere. Even in peacetime, a normal political opposition should spur the government to move forward, and not to drag it back into the past tooth and nail, and in the direction of the neighboring Soviet empire at that.

War is happening right here at home and not in faraway Europe – the United States were harshly reminded about this at Pearl Harbor in 1942. War descended on Ukraine and thus is now much closer to Paris and Berlin, because Europe and the US haven’t supported Georgia in 2008. War showed up in the homes of Dutch, British, French, German, Australian families because Europe and the US weren’t courageous enough to lend a helping hand to Ukraine in 2014. It is impossible to run away from war and overwhelming aggression, it is impossible to buy yourself off. The war will catch up with you if you don’t stand up to it with utmost determination. July 24 – In his opening notes during the session of Supreme Council of Ukraine, Oleksandr Turchynov has announced the dissolution of the Communist Party group in the national parliament as less than 23 deputies are now members of this group. July 24 – The parties “Udar” (Klitschko) and “Svoboda” have withdrawn from the governing coalition of the Supreme Council of Ukraine. This is a necessary step in order for Ukrainian President Petro Poroshenko to be able to legally dissolve parliament in one month. The parliament should have been re-elected long ago because it does not represent the balance of political forces in the country, nor does it cope with the challenges put in front of it. However, there is another outcome to such a decision – according to legislation the government of Ukraine had to resign and this will create new challenges for our country in these difficult times. July 24 – “Ukrainian troops entered the city of Lysychansk and are now based in its northern districts”, said Andriy Lysenko, spokesman for the Information Center at the National Security and Defense Council of Ukraine. Retreating Russian terrorists are destroying the infrastructure of Donbas – bridges, railroads, businesses, plant mines at schools, local administrations and even corpses.

The cradle of the Great Bourgeois Revolution, the source of the Universal Declaration of Human Rights, the country whose national anthem calls for outbreak against tyranny, the country which during its whole history served as an example of a strong sovereign united country with high civilizational values, the country which managed to convince the whole world of the importance of rule of law and human dignity – such a great country is on the verge of huge disgrace! Following the statements of the President of France with vehement denunciation of annexation of Crimea and the statements supporting united independent democratic Ukraine, continuation of French-Russian military cooperation looks especially cynical. We call upon French government to urgently reconsider agreements with the Russian Federation on sale of Mistral warships and transfer of high military technology into hands of the biggest aggressor in Europe! Russia impudently violated international law, driving Europe to the brink of geopolitical disaster and complete fiasco of international security system. Thousands of Ukrainian citizens die in unprecedented confrontation between militarist Russian empire and democratic independent European state in the very heart of Europe. We qualify any cooperation with Russian aggressor as collaborationism similar to the one of Vichy regime with Hitler. In 1939 Europe faced the choice when it could stop Hitler. According to Winston Churchill, “Britain had to choose between war and dishonour. They chose dishonour. They will have war”. Socialist President of France is to be reminded of Marx’s saying: “There is no crime at which capital will scruple for the sake of 300% profit”. We call upon friendly French nation not to repeat mistakes of the past. France does not have any moral obligations to agreements with the country violating Europe with disgrace and laughing in everyone’s face. Ainsi, nous appelons notre amie la France à ne pas répéter les erreurs fatales du passé. La France n’a plus aucune obligation morale concernant des accords avec un pays qui viole et déshonore l’Europe et se moque ouvertement du monde entier. L’Ukraine paye déjà un prix élevé en vies humaines pour défendre des valeurs européennes, quel prix l’Europe, est-elle prête à payer pour défendre des valeurs qu’elle promeut dans le monde?

Moskaus Waffen und Lügen Europa muss eine robuste Antwort finden auf die Aggressionen Russlands gegenüber derUkraine. Von Timothy Snyder Der Abschuss des Passagierflugzeugs über der Ukraine und die fast 300 Todesopfer werden die Haltung Moskaus im Ukraine-Konflikt kaum beeinflussen. In Europa aber könnte sich eine härtere Gangart durchsetzen. Fraglich ist, ob das reicht, den sinnlosen Krieg zu beenden. Die Ermordung von beinahe dreihundert Menschen in zehn Kilometern Flughöhe hat der Welt eine bittere Ahnung davon gegeben, was die Ukrainer in den vergangenen sechs Monaten erlitten haben. Russland hat unter Missachtung von Recht und Sitte und ohne Rücksicht auf die Erfahrungen im Zweiten Weltkrieg die Halbinsel Krim besetzt und annektiert. Mit dem Einsatz von Söldnern, Freiwilligen sowie schweren Waffen hat Russland weitere blutige Konflikte in den ukrainischen Regionen Donezk und Luhansk geschürt. Russland kämpft einen schmutzigen und undeklarierten Krieg in der Ukraine. Doch solange all dies in einem abgelegenen Land geschah, mochte es vielleicht nicht so wichtig erscheinen. Russische Propagandalügen Seit ihrem Beginn wurde die russische Kampagne gegen die Ukraine mit Lügen gerechtfertigt. Moskau hat erklärt, es werde die Demokratie verteidigt, obwohl in der Ukraine, jedoch nicht in Russland freie Wahlen durchgeführt werden. Russland hat argumentiert, es würden die Rechte von Russischstämmigen in der Ukraine verletzt, obwohl in Wahrheit diese Menschen in derUkraine freier leben können als in Russland selbst. Russland hat behauptet, die Ukraine würde von Faschisten regiert, wo doch die extreme Rechte in der Ukraine weniger Zulauf hat als in fast jedem anderen europäischen Land. Nicht in der Ukraine, sondern in Russland bewundert der Präsident in einer Rede vor Rabbinern Goebbels Talente, rehabilitiert einer seiner Berater Adolf Hitler als Staatsmann, werden die Juden im staatlichen Fernsehen für den Holocaust verantwortlich gemacht oder paradieren Neonazis am 1. Mai durch die Strassen. Es ist nicht der ukrainische, sondern der russische Präsident, der sich selber als Führer der europäischen Rechtsnationalen präsentiert. Der Abschuss eines Passagierflugzeuges wird den russischen Propagandaapparat nicht in Verlegenheit bringen. Europäische und malaysische Leichen sind eine lediglich unwesentlich grössere Herausforderung für die russische Propaganda als die ukrainischen Toten. Präsident Putins Orwellsche Sprachregelung haben die Medien nur zu bereitwillig übernommen: Die Ukraine sei selber verantwortlich für die Ereignisse auf ihrem Staatsgebiet. Das hindert Putin nicht daran, gleichzeitig zu behaupten, der ukrainische Staat existiere nicht und das fragliche Territorium sei als “Neu-Russland” Teil der “russischen Welt” und gehöre darum zu Russland. Seit Russland im vergangenen Dezember den derzeitigen Konflikt entfesselte, indem es die Ukraine von der Unterzeichnung eines Assoziierungsabkommens mit der Europäischen Union abzuhalten versuchte, stellt sich Moskau auf den Standpunkt, es stehe für ein besseres Europa ein als die EU. Diese ist, aus Sicht russischer Diplomaten, dekadent. Vorteilhafter sei darum ein Beitritt zu Moskaus nutzbringender Eurasischer Union mit den Gründungsmitgliedern Russland, Weissrussland und Kasachstan sowie den Vasallenregimen in Luhansk und Donezk und einer geplanten Ausdehnung von Lissabon bis Wladiwostok. Russland repräsentiere angeblich das Herz der europäischen Zivilisation. Unbeschadet von Bürokratie, Gesetzen, Staatswesen und Grenzen, hütet Putins “russische Welt” ein in den Schriften der eurasischen Vordenker von stalinistischem und nazistischem Gedankengut befeuertes christliches Erbe. Der Eurasianismus hat seine Anhänger in Europas (und Amerikas) extremer Rechten und extremer Linken. Auch in der britischen Ukip findet Putin seine Bewunderer. Dabei gilt es zu bedenken, dass eine Schwächung der EU kein nationales Idyll hervorbringen wird, vielmehr wird eine Stärkung der eurasischen Alternative die Folge sein. Seit März nimmt Russlands alternatives Europa in der Ukraine sichtbare Konturen an: in der Flucht ethnischer Minderheiten von der Halbinsel Krim und den Flüchtlingen von Luhansk und Donezk; mit der Verhaftung und Folterung von Reportern, Künstlern und Priestern; mit der Hinrichtung von Kriegsgefangenen; schliesslich im gesellschaftlichen Kollaps in grösseren Städten wie Luhansk und Donezk, die bis vor nicht allzu langer Zeit so sicher waren wie vergleichbar grosse Städte im restlichen Europa. Von solcher Art sind die Folgen, wenn ein undeklarierter Krieg geführt wird, wenn Gesetze verhöhnt statt befolgt werden und wenn Propaganda bestimmt, wie die Realität auszusehen hat. Der Abschuss von MH17 war mit grösster Wahrscheinlichkeit ein Versehen; die Söldner, die den Raketenbeschuss ausgelöst hatten, werden nicht beabsichtigt haben, ein Zivilflugzeug zu treffen. Und als tags darauf die Separatisten in Luhansk einen mit Flüchtlingen besetzten Bus in Trümmer schossen, war dies vielleicht auch ein Unfall in diesem engen Sinn des Wortes. Jedoch geschehen unweigerlich solche Sachen, und sie werden weiterhin geschehen, wenn eine Grossmacht die Anarchie an die Stelle der Politik setzt. Unmöglich zu sagen, welcher Aspekt an dem Abschuss von MH17 der traurigste und schrecklichste ist. Die drei Kinder, die anfänglich nicht mitgerechnet waren in der Zahl der Todesopfer? Das Kind mit dem “Don’t panic”-T-Shirt? Der Studienabgänger aus Leeds oder der Student von der Indiana University? Innerhalb weniger Monate abermals eine Reihe malaysischer Familien, die mit einem unerträglichen Verlust in einer unvorstellbaren Ferne konfrontiert sind? Die Menschen in Schiphol, die sich verabschiedet haben von Freunden und Kollegen, von denen sie annahmen, sie gingen lediglich in die Ferien oder an eine Konferenz? 189 niederländische Staatsbürger sind getötet worden. Die Niederlande haben – gemessen an ihrer Bevölkerungszahl – auf einen Schlag gerade mehr Bürger verloren als die Vereinigten Staaten am 11. September. Und in die allgemeine Erschütterung über die Ereignisse mischt sich auch das Bewusstsein von der totalen Sinnlosigkeit dieses Krieges. Das strategische Kalkül der russischen Intervention ist schlicht falsch: dass es gar keine real existierende Ukraine gebe, sondern lediglich eine formlose Masse, die nach Russland verlange. Diese Fehleinschätzung führt dazu, wie ukrainische Analysten seit Monaten betonen, dass Russland entweder eine weitere Eskalation anstreben wird, um das gewünschte Ergebnis zu erzielen, oder den Irrtum eingestehen muss. Letzteres wäre sehr zu wünschen, aber sollte nicht erwartet werden. Wahrscheinlicher (und bereits eingeleitet) ist die Trivialisierung des Schreckens durch seine Fiktionalisierung. “Russia Today” hatte “berichtet”, der Abschuss von MH17 sei das Ergebnis eines missratenen Versuchs der Ukraine, die Maschine abzuschiessen, mit der Präsident Putin von Brasilien nach Moskau zurückkehrte. Die groteske Behauptung machte Putin zum eigentlichen Opfer des Anschlags und entfernte ihn am denkbar weitesten von jeder Form von Verantwortung. Eine schwache Hoffnung Es ist nicht auszuschliessen, dass dieses entsetzliche Massaker nicht als ein singuläres Ereignis betrachtet wird, sondern als eines in einer Reihe von weiteren Verbrechen; und dass die Opfer aufgehen in der noch grösseren Zahl jener, deren Tod die allzu leicht vorhersehbare Konsequenz ist der Grenzverletzungen, der Zerstörung von Zivilgesellschaft und der Autorität der Behörden, der Fortsetzung eines schmutzigen Krieges mit Hightech-Waffen. Es stellt sich die Frage, ob die bestehende europäische Gemeinschaft etwas Robusteres dagegen aufzubringen vermag als diese Art von Nihilismus, ob sie über die Fähigkeit verfügt, die bekundeten Verpflichtungen selber ernst zu nehmen, ob Europa Verantwortung aufbringt und sich in seiner Entrüstung weniger als bisher von fremder Propaganda und den kurzsichtigen Eigeninteressen leiten lässt. MH17 wird den Kreml nicht beeinflussen, jedenfalls nicht unmittelbar. Aber in Europa könnte sich etwas ändern, vielleicht sogar genug, um diesen sinnlosen Krieg zu beenden. Das ist die Hoffnung, aber es ist keine besonders starke. Gdy w 2014 roku Europa i Ameryka wciąż nie mogą odważyć się wesprzeć Ukrainę, wojna przyszła do holenderskich, malezyjskich, brytyjskich, belgijskich, niemieckich, australijskich rodzin. Od wojny i niepohamowanej agresji nie da się uciec, nie da się odkupić – ona przyjdzie do każdego, jeśli nie przeciwstawić się ją z całą możliwą stanowczością. 24 lipca – Otwierając posiedzenie parlamentu, przewodniczący Rady Najwyższej Ołeksandr Turczynow ogłosił o rozwiązaniu klubu (frakcji) partii komunistycznej w Radzie Najwyższej, ponieważ klub ten zawiera mniej niż 23 posłów. 24 lipca – W Radzie Najwyższej Ukrainy partii “UDAR” (Kliczko) i “Swoboda” ustąpiły z koalicji rządowej. Jest to niezbędny krok, żeby prezydent Petro Poroszenko przez miesiąc mógł prawnie rozwiązać parlament. Parlament już dawno należało wybrać ponownie, ponieważ nie odzwierciedla współczesnych stosunków politycznym w kraju, ani nie jest zdolny sprostać wezwaniom transformacji europejskiej. Jednak ten niezbędny krok polityczny ma kolejny wynik – rząd Ukrainy zgodnie z prawem, podał do dymisji, co skomplikuje zarządzanie w tej trudnej sytuacji. 24 lipca – Pełniącym obowiązki premiera Ukrainy na posiedzeniu rządu mianowany wice-premier do spraw rozwoju regionalnego, były prezydent miasta Winnicy Wołodymyr Grojsman. 24 lipca – Wojsko Ukraińskie zajęło miasto Lisiczańsk, uwolniwszy jego od rosyjskich okupantów – terrorystycznych jednostek Kozaków Dońskich. Wycofujące się rosyjscy terroryści niszczą infrastrukturę Donbasu – mosty, koleje, przedsiębiorstwa, podminowują szkoły, urzędy i nawet zwłoki.

Non si può fuggire da una guerra, da un’aggressione sfrenata; questa avanzerà ancora se non ci si oppone con la massima determinazione. 24 luglio – Aprendo i lavori del Parlamento, Oleksandr Turchynov ha annunciato lo scioglimento della fazione del partito comunista, in quanto il numero dei deputati appartenenti ad essa è inferiore a 23. 24 luglio – Nel Parlamento dell’Ucraina il partito “Udàr” (Klychko) e “Svobòda” sono usciti dalla coalizione di governo. Questo è un passo necessario perché il presidente Poroshenko possa sciogliere in modo legale il Parlamento. In effetti, il Parlamento sarebbe dovuto essere rieletto già da tempo, dal momento che esso non rappresenta più l’effettivo rapporto delle forze politiche nel Paese e non sa rispondere alle sfide, alle quali viene costantemente posto di fronte negli ultimi tempi.
